Homelessness Solutions
It is unacceptable that people experiencing homelessness or struggling with mental illness are left to live on our streets. What is currently happening is not compassionate — and it is not safe for residents.
We must approach this issue with both accountability and humanity.
The Moreno Plan
Identification
First, we need to clearly identify who is experiencing homelessness due to affordability challenges and who is battling mental health or substance use disorders. These are not the same problems — and they require different solutions.
Street-to-Home Initiatives
For those facing economic hardship, we must create targeted programs that provide a clear path off the streets: stable housing, job placement, workforce training, and ensure sustainable independence.
Structured Care
For those suffering from mental illness, we need structured, compassionate care — including access to treatment, case management, and permanent supportive solutions that prioritize their well-being, but do not strain our city’s resources.
